In one sentence, a manifesto is a proposed programme of a political party. The promises of a political party are its manifestos. For example,  if a political party promises to build schools when it comes into power, that (the building of schools) is its manifesto.

Manifesto can also mean a written statement declaring the intentions, views and motives of a political party.
